Naver Webtoon Announces "Cuts Make" App: Fans Can Create Their Own Animations
Naver Webtoon, one of the world's largest digital comic platforms, has made a new move to take fan creativity to the next level. Announced on June 24, 2026, the Cuts Make app allows users to create short-form animation videos using officially licensed webtoon content. This new tool combines the short video trend, popular on platforms like TikTok and YouTube Shorts, with the world of webtoons.
The Cuts Make app offers users two main features: Character Meme and Webtoon MV (Webtoon Music Video). With the Character Meme feature, fans can create fun and trend-oriented short videos by combining their favorite characters with ready-made templates. Webtoon MV allows users to assemble webtoon panels to produce content that feels like an anime opening or a music video, using music and simple editing techniques. While the app's core features are free, paid options are available for more advanced editing tools and premium templates.
At launch, nine popular series were made available on the platform. These include hit titles with large global fanbases such as Omniscient Reader's Viewpoint, Operation: True Love, The Greatest Estate Developer, and Love Revolution. Naver Webtoon officials stated that the number of series added to the library will increase over time with the approval of the original content creators. With this strategy, the aim is for fan-made content to increase interest in the original series and attract new readers.
This move is seen as part of the technology-focused growth strategy that Naver Webtoon (Webtoon Entertainment) has been following since its Nasdaq IPO in 2024. Following the short video service Cuts, which the company launched in 2025, it now aims to democratize content creation with Cuts Make. Kim Hyo-jeong, Head of the Cuts Business Unit, described the app's goal as "creating a cycle where webtoon fans can have new creative experiences, thereby strengthening the fan base of the original works." The app is currently available for download on Google Play, and the iOS version is expected to be released soon.
